As expected from a Dragon Ball game, Dragon Ball Xenoverse 2 features more than a whopping 90 characters, which is something players anticipated considering the depth of the franchise. However, considering the huge number of characters that are available in the game, many will be wondering which characters fit the status of being the best of the best.
10/10 Goku (Super Saiyan God)
In order to fight the threat of the God of Destruction Beerus, Goku has to wield the power of a god himself. Arriving as the upgrade known as Super Saiyan God, this red-haired Goku is a menace to behold when it comes to balanced offense and defense. Key to his arsenal is his signature Super Spirit Bomb Ultimate Attack which can deal up to 85% damage, and his Super Kamehameha which can have an infinite range.
Other moves in Goku's Super Saiyan God arsenal are similar to the ones found in other Goku forms but with upgraded stats. His Super Dragon Fist is a three-punch rushdown that involves Goku closing the distance between him and an opponent. Likewise, his Ki Blast Cannon can stagger an opponent for more combo strings, and his signature Kamehameha is the ever-reliable hard-hitting Ki Blast.
9/10 Cooler (Final Form)
When Frieza dies at the hands of Goku, it's revealed that he has an older brother named Cooler. Similar to Frieza, Cooler also possesses a Final Form, but as seen in his character form in Dragon Ball Xenoverse 2, Cooler (Final Form) boasts a bulkier and larger version of himself. His adamant insistence on being nothing like Frieza is reflected in his Super Soul, "I'm nothing like my brother!" which boosts his charged Ki blasts. This plays into his playstyle, which relies on a lot of Ki-based maneuvers, making him a great counter for Goku's more melee-oriented playstyle.
His Death Crasher is a Strike Super Attack that will have him rush towards his opponents from above. This works well with the rest of his Ki blast repertoire, such as quick-blasting Death Beam, and reactive Shadow Crusher that smacks opponents down when Cooler is hit with any Ki Blast. Unique to Cooler is the Supernova Cooler Ultimate Attack which will have him summon a charged Ki ball that deals 45% damage across 18 hits.
8/10 Goku (Super Saiyan 4)
During his initial fight with Super Baby 2, Goku from Dragon Ball GT transforms into a Golden Great Ape and almost loses control. It's when he finally achieved balance within himself that he uses this newfound power to become Goku (Super Saiyan 4), arguably the protagonist's strongest form prior to Dragon Ball Super. In his gameplay in Dragon Ball Xenoverse 2, Goku (SS4) is a rushdown character, relying more on combining offense with speed and aggression.
This is easily reflected with Super Dragon Fist, a Strike Super Attack that lets Goku (SS4) rush towards an enemy and then hit them with three rapid strikes. Goku can evolve his fighting style further with other attacks, such as X10 Kamehameha which can have up to a whopping five stages, and a stunning Spread Shot Retreat for escapes. His signature Ultimate Attack comes in the form of Dragon Fist, a Strike Ultimate Attack that unleashes an image of Shenron against the opponent.
7/10 SSGSS Vegito
While Vegito is not a new Dragon Ball Fusion Form, his attainment of the Super Saiyan God Super Saiyan (or Super Saiyan Blue) state is rather recent in the context of Dragon Ball Super. With this form, the Potaran Fusion becomes godlike in power. In Dragon Ball Xenoverse 2, SSGSS Vegito becomes a rushdown juggernaut.
With Savage Strike, SSGSS Vegito can dash forward and give opponents a massive punch, or, when done with a special input, attack from above instead - perfectly representing Vegeta's knack for brutal fighting. Likewise, Spirit Stab is a Strike Super Attack that fires a long-distance Ki blade capable of bringing opponents back up for a combo continuation. Meteor Crash is another Super that can let users attack in a continuous rush. Meanwhile, Spirit Sword is a Vegito signature Strike Ultimate Attack that can dish out 50% damage across three hits, or use the long-ranged Final Kamehameha to deal a whopping 40% damage over 22 hits.
6/10 Golden Frieza
It was during Frieza's resurrection that the series finally gave him an upgraded form, with Golden Frieza being hailed as the tyrant Frieza's more improved version after training - something he'd never done before up to that point. In this form, Golden Frieza has a certain regality in his moves, relying a lot on Ki Blasts and long-distance combat to gain the advantage.
With Emperor's Edge, Golden Frieza slashes the air and deals mild damage while launching enemies away, perfect for stringing combos. His Crazy Finger Shot allows Golden Frieza to unleash a string of up to 14 blasts, perfect for deterring enemy advance. Lastly, unique to Golden Frieza is his Emperor's Death Beam, a Ki Blast Ultimate attack that can deal a minimum of 40% damage across 15 hits.
5/10 Gogeta (Super Saiyan)
It's when Goku and Vegeta fought against a seemingly-undefeatable Janemba that the two realized their combined strength may give them a shot. It's in their Fusion Dance Gogeta form and its Super Saiyan variant that the heroes finally defeated this menace. Serving as one of the most powerful characters in Dragon Ball Xenoverse 2, Gogeta (Super Saiyan) is a hallmark of brute-force aggression, cementing his status as one of the most powerful Saiyans in the franchise.
Super Mad Dance is quite the unique Strike Super Attack, as its default input will have Gogeta kick opponents three times while knocking them away, or do three separate attacks when used with different buttons. Meanwhile, Ki Blast Cannon is an unblockable Ki Blast Super that can knockdown foes, perfect for combo strings. Unique to Gogeta (Super Saiyan) is his Soul Punisher, a Ki Blast Ultimate that unleashes a colorful energy ball that attacks in a huge AOE.
4/10 Rose Goku Black
It's Goku Black that shows how merciless Goku could become when turned into a villain, and Rose Goku Black reveals just how powerful he could become when left unchecked. This form turns his aura pink instead of the typical yellow of Super Saiyan, denoting a special state. In the gameplay of Dragon Ball Xenoverse 2, Rose Goku Black focuses more on punishing gameplay, always luring opponents on a false offensive. His Super Soul "I like you better when you're mad!" not only lessens his guard break state but also restores Ki in the process, proving his riskier approach to play.
For instance, his Sudden Death Beam looks like Instant Transmission, but when any other attack connects with him, Rose Goku Black teleports behind the opponent and punishes them with a Ki Blast. Meanwhile, his Divine Retribution is a Strike Supper Attack that begins as a Ki Blast and may end as a Ki blade slice. His Ultimate Attack fits his personality perfectly, as the Super Black Kamehameha Rose can deal as much as 40% damage in 25 hits.
3/10 Broly
Players who want to rely on hard offense shoul look no further than the Legendary Super Saiyan himself, Broly. Serving as one of the most ruthless antagonists in the franchise, his presence in Dragon Ball Xenoverse 2 allows players to get into the aggressive game as quickly as possible. While his Full Power Charge is a Super Move that simply lets Broly charge Ki faster than usual, this "slow setback" is simply a buffer for his powerful toolkit.
For instance, Gigantic Omega is a Strike Super Attack that lets Broly unleash a large Ki Blast that deals 10 to 15% damage. Meanwhile, his Blaster Shell allows him to dish out five Ki Balls in quick succession to strike opponents from afar. Broly caps his deadly approach with a Ki Blast Ultimate Attack like Gigantic Meteor: a tracking Ki Blast that can deal up to 45% damage across four hits.
2/10 Hit
Considered the multiverse's deadliest hitman in Dragon Ball, it makes sense for Universe 6's Hit to be more than capable of dispatching even the most powerful warriors he faces. His toolkit as a fighter in Dragon Ball Xenoverse 2 is built precisely for achieving balance, with newcomers being able to adjust to his combat style quickly and savants able to enjoy his reliance on stability.
For instance, Hit can easily dominate offense with Sledgehammer, a Strike Super Attack that, when fully charged, can not only shatter Hyper Armor and Guard, but also dish out harsher knockdown. Even his Super God Fist is another Strike Super Attack that allows Hit to rush in and strike foes. On the defense, Hit has Flash Fist Crush as a Strike Super Attack that will force Hit to strike back with 20% damage on anything that connects with him. Likewise, his Instant Rise is an Evasive Skill that turns him invisible, allowing him to stay away from danger when necessary.
1/10 Goku (Ultra Instinct)
When Goku manages to "perfect" the Ultra Instinct form, he becomes Goku (Ultra Instinct). Thanks to his newfound mastery of the discipline, he has access to Autonomous Ultra Instinct, allowing his body to move independently of his mind to make precise motions in combat. In the gameplay of Dragon Ball Xenoverse 2, Goku (Ultra Instinct) does this through various skills that emphasize pure power and pure resistance, proving this form as one of Goku's most powerful in the franchise.
With Soaring Fist, Goku (Ultra Instinct) can punch the air and create up to three projectiles of force capable of deterring enemy assault. Likewise, Divine Kamehameha is a Kamehameha variant that allows Goku to reposition himself mid-charge. His Ultimate Godly Display is arguably a flashy multi-move ability. However, what's perhaps the most impressive quality of this character is his Super Soul, "Ultra Instinct!" which gives him a massive power boost once his health drops below 50%.
